With 2018 drawing to a close and with the T20 World Cup coming around in 2020, it was year of rebuilding for some countries and their T20I squads.
The ICC Rankings have the following countries in the top 10 -
1 Pakistan, 2 India, 3 England, 4 Australia, 5 South Africa, 6 New Zealand, 7 West Indies, 8 Afghanistan, 9 Sri Lanka , 10 Bangladesh
Pakistan lead the way and seem to be much more adept at the shorter formats of the game and will probably be favourites with the cricket betting online odds going into the World Cup 2020 and Bangladesh has just kept in the top 10 after their series defeat recently against the Windies. Afghanistan are in 8th position.
It follows that there a number of Pakistan players in the top five rankings for bowlers and batsmen. Babar Azam tops the batting with Fakhar Zaman at 5 and Shadab Khan Number 2 in the bowlers table.
Afghanistan players feature with Rashid Khan, number 1 in the T20I bowling rankings and Mohammad Nabi Number 3 in the all-rounders table.
Evin Lewis from the Windies has broken into the top 5 best batsmen, at Number 3, with Shakib Al Hasan and Mahmudullah number 2 and 4 respectively in the all-rounders table.

The first half of 2019 will be focused mainly on the ODI World Cup, in England, but from late July onwards, preparation for the T20 World Cup in Australia will start in earnest.
